The order of development, coordination, approval, part of the feasibility studies for the construction of new and change (expansion, modernization, reconstruction, restoration, overhaul) of existing enterprises, buildings, structures (hereinafter objects modular-refineries) are established by legislative, regulations and other regulatory documents of the state of the facility and are designed for use by all subjects of architecture, urban planning, construction activities on the territory of the State.
The provisions of these regulations shall be observed in the development of feasibility study for construction of objects, constructed wholly or partly at the expense of public investment, as well as being built without the participation of public investment, but provides for the establishment by law of state ownership share in the volume of products or services provided.
Feasibility study is carried out based on the data and the provisions contained in the plans of socio-economic development of the state, regional, industry, science and technology, and other government programs, schemes of development of productive forces, planning documentation (master plans for cities, settlements) as well other documents necessary for the construction of mini-refineries in the state of the facility.
The results of the feasibility study are the basis for decision-making on economic necessity, technical capabilities, commercial, economic and social viability of investments in the construction, obtaining the Certificate of choice land for the object.

What then has changed in recent times which would necessitate regression to this type of technology and fuel? The technology has been improved in South Africa. The market report will show that there are a number of energy hungry markets which will absorb the oil derived from torbanite. The major drivers are financial. The cost of logistics has increased significantly in the last few years. The role that logistics plays in determining market conditions and profitability should not be underestimated. Any product or process which can shave money off the delivered price of energy has potential to be competitive. Careful analysis of the logistic exercise to deliver a Mega-Joule (MJ) of energy to a consumer, in a form that he can easily use it, reveals that it is more cost effective to transport a ton of crude oil than it is to transport a ton of coal.
A secondary driver is that this type of oil is more environmentally friendly, both in its production and use. Burning a ton of coal results in a substantial waste stream, which consists principally of ash. This ash must be disposed of by the consumer. It is aggressive chemically, mechanically and environmentally. Producing a barrel of oil from torbanite results in carbon/ash residue, which has no oils or volatiles in it and is benign when returned to the earth as waste. Thus, from an environmental perspective, the use of torbanite is advantageous. The residue streams from both the processing and the use of torbanite oils are far preferable to those of coal.
